INSTITUTIONAL OVERVIEW

Institutional consulting services

United Sector currently seeks engagements in needs assessment, economic-development program design, institutional coordination, and implementation and measurement planning. Services are scoped and contracted individually.

What a design engagement can include

01

Institutional discovery & needs assessment

Stakeholder interviews, problem definition, baseline assumptions, population and geography, existing resources, barriers, and readiness assessment.

02

Integrated institutional design

Proposed operating model, eligibility and participation concepts, referral and partner roles, implementation phases, resource requirements, and delivery milestones.

03

Budget & measurement design

Planning-level budget, assumptions, outcome indicators, reporting responsibilities, governance checkpoints, and evaluation approach.

Scope and readiness

We do not represent a Blueprint consulting contract as live program operation, financial underwriting, production software access, guaranteed funding, or guaranteed participant outcomes. Fees and payment milestones are specified in the written proposal.

WHAT WE OFFER

Three connected consulting services

An institution can begin with discovery, a defined Institutional Development Blueprint engagement, or targeted planning support.

01

Institutional discovery and needs assessment

Stakeholder questions, population and service-gap framing, organizational constraints, readiness, and a documented opportunity statement.

02

United Sector Institutional Development Blueprint

A scoped planning package covering participant model, proposed activities, partner responsibilities, budget assumptions, timeline, risks, and outcomes.

03

Implementation and measurement planning

Delivery milestones, governance responsibilities, indicator definitions, reporting cadence, and decision gates for a proposed initiative.

WORKING RELATIONSHIP

What the institution provides

We agree responsibilities in writing so the engagement is achievable and decision-ready.

01

A responsible sponsor

A decision-maker or authorized representative who can confirm the need, scope, and review milestones.

02

Access to relevant context

Available program information, budget constraints, partner input, and appropriate non-sensitive planning data.

03

Timely decisions

Scheduled discovery, feedback, and approvals so the design can progress against agreed milestones.

NEXT STEP

Start with a focused discovery conversation. We will determine whether a paid Blueprint engagement proposal is appropriate.
